State Dept. wants to make it harder to get a passport

soule:  So you, a United States citizen, want to renew your passport, hmmm?  May I provide you with a bit of info?  I recently was contacted by someone I know personally who was going through the process of having their U.S. passport renewed.  They had their old one, which was expired I believe by at least three years.  What should have taken a week or two turned into a nightmare.  It seems that the U.S. State Department has a new questionnaire that you are required to fill out.  And, if you do not provide all the information they want, you may be denied a new passport.  I am not kidding.  On it is information asking you for your immunization records, the grade schools you attended from at least ten years of age; a Certificate of Baptism, your tax records, parents name and date of birth.  This, in addition to a valid birth certificate and i.d. which could be your driver's license.

This individual had filled out all the documentation properly yet, the U.S. Passport Office would not grant them a passport and, more interestingly, would not even tell them the reason(s) why.  So, this individual was forced to contact a U.S. Senator's office who filed a FOIA (Freedom of Information Act) to demand the reason(s) why this passport office would not grant them a new one.   

I believe it was a few days later that I received a call that voila! out of the blue, this person had received their passport.  But, still the passport agency refused to give any reason(s) for the delay.

So what's going on here?   Is this a clear case of harrassing U.S. citizens?  

And how can we forget the POTUS who cannot even produce a valid Birth Certificate?

Somethin don't add up.
